A fisherman discovered a decomposing body partially submerged in Lower Otay Reservoir on Sunday, prompting an investigation by homicide detectives, San Diego police said.
The call was initially received by the Chula Vista Police Department around 9:40 a.m., San Diego police Lt. Jon Dungan said.
The Chula Vista officers arrived and determined the body was in the San Diego Police Department’s jurisdiction.
San Diego police then worked with the Fire Department to figure out how to retrieve the corpse, because it was not reachable from the shore, Dungan said.
“The victim was underwater for an unknown amount of time, and most likely, due to the water level decreasing, became exposed,” Dungan said. “The way the victim was submerged is what makes this case suspicious and is part of our ongoing investigation.”
Investigators did not provide specifics on where the body was found, but San Diego city divers pulled it out of the water around 12:15 p.m. and took it to land, investigators said.
The man’s body was not immediately identifiable due to the extreme state of decomposition, Dungan said. The county Medical Examiner’s Office is working to determine the cause of death.
